Right here dude !
this ambient/chillout section of isratrance is probably the best one. ( in my opinion anyway...)
if you will browse here and check the threads, you will see that the focus here is not only on psychill.
we deal with a wide range of sounds and styles here, thanks to the diverse taste and open-minded thinking of us people here.
+ all of us here in the ambient/chillout section love to share and most of the vibes here are usually good and cozy.
friendly vibes from friendly people 
you will find here info about almost all of the latest and most interesting releases in the ambient/chillout world with all of it's sub- genres.
just take a deeper look....

I'm in agreement with Bodhisattva. This is the best forum I've found (quality over quantity) for all styles of ambient and downtempo. A lot of the artists that post here aren't necessarily psychill. The bonus is that people here are laid back and friendly. I don't think I've ever seen a flame war on here in the time I've been here.
That said, Chillbase is a community dedicated to the entire downtempo/ambient/chillout scene. No forum, but still plenty of interaction among members through comments and the ability to post your own mixes/reviews/etc. http://chillbase.org
Properly Chilled is another site that caters to a wide range of tastes. You'll find some names that sound familiar from this site right long more mainstream offerings like Tosca, Bonobo, Thievery http://www.properlychilled.com.
The IDM forums cover a wide range of downtempo/ambient tastes as well. http://www.idmforums.com/

Thanks for the replies and recommendations guys. But obviously I know this place
And I agree with the nice attitude which is rare these days
But I do not think isratrance is a place for a more broad audience and my experience is that psychill is quite dominant here (as far I have experienced it). I could be wrong though. As I said it's how I experience it here.
I'll check out Properlychilled and idmforums.

There was a wonderful and nice psychedelic trance/chillout/ambient community at OiNK's Pink Palace. That's were I got introduced the magic of this music and where I decided to buy many CDs after reading recommendations and listening. The site had a rule against flaming and bad behaviour. Avatars had to be cute. This led to a incredibly good atmosphere.
Even though OiNK did nothing wrong the site was shut down by the music industry mafia.
