Emou wasn't really chillout. more like progressive house with vocals. And Haldolium released chill tracks under their own name. Check the H2 album, 2nd cd.
Anyway, there are quite a few artists in psytrance doing both regular stuff and chillout. Aes Dana, Solar Fields, Electric Universe (Galaxy), Matenda (Chilling Matenda) etc.

Sandman does good electro and psy.
Most artists used to do a chill out or ambient track on their albums. It was usually the last track of a CD.

Cheers my friend :) You know .. I first hear sandman (Eitsik levi) At 1996 He had amazing stuf at this time . i didt hear nothing from him from then but i know he made some new cd's . I loved his GHOSTS and the way he mix his wins and his FLYING METALS . Well .. :) It was the times !

The Peaking Goddess Collective! anything from beatless chill to 146 bpm dance floor stuff. so far only released chill stuff (on Peak). mainly a live thing - 5 musicians, 1 bass, 1 guitar, 1 flute, 1 percussionist, 1 dj, 5 laptops and a lot of fun!
