Of course yes, and there is nothing particular mad strong about this - thats how you know the track is in time.
140bpm <=> 2.3333 beats per sec <=> 2.3333 hz <=> 428.571 milliseconds
If you didn't hear a beat every 428.571 milliseconds, your brain would register that the track was going out of time. If your percussive loops are not 1714.284 milliseconds long (or 0.583333hz) but just slightly off, then your bar long loops will gradually slip out of time with everything else.
Its all just an expression of time.
Useful in setting up compressors or LFOs or Delays (echos, filters, reverbs) ...
And past that point, I lose interest.

great you tell us what is BPM means ..
(planty of today are synced instruments no real need to calculate length and stuff.. tho and lfo sounds sometimes better off sync)
if i got it right he ask if there is specific note that resonate with the bpm , such as 140~428hz then maybe playing around A (420hz) is somethingt make sense more then play other notes cause it have full circle for every beat...
my answer is not , actualy there is something like this but you are no.1 technician and not musician to think like this
as i said , when i play guitar there is no note i wouldnt play on 140bpm regardless to resonate stuff

well sure.
Anything that is a multiple of 2.3333 hz at 140bpm will resonate with the track freq - so quite a lot of options really.
But its all a load of cock, innit.
Anything goes if it sounds good, irrespective of whether it is 'mathematically' good.
Oh and PS - technician and musician = virtuoso, no? .
