Dithering is applied when you're changing your bitrate. You can only burn in 16bit, so once you're done mastering your tracks then change the bitrate to 16bit. The settings in UV22HR should also be set to 16bit.

Alternatively you could just bounce to 16bit straight from Cubase with the UV22HR as an insert on your master.           http://www.soundcloud.com/getafixmusic

Render is not the same as "save as", render would be the same as a preview of your file, the file is only existing in your RAM.
You change the bitrate in the save as settings where you choose what format and attributes for it as long as its a container format.

if it is 32bit 44100

*open > the file
*work around on it with all your mastering tools
add dither to 16bit
*Render
*Save As
*file format > 16bit 44100 stereo > WAV
*click and viola
*close the project without saving again the file so u have the 32bit unmastered file for future
