My friend and I had a question yesterday regarding this. Can someone please tell me what the actual difference is between an echo effect and a delay effect ?

Delay is a type of echo, and echo is a type of reverb.
  You believe in the users?
Yeah, sure. If I don't have a user, then who wrote me? |

echo: short
delay: long
up to so many ms is considered an echo, while anything beyond that is considered a delay. cant remember exactly, but something like 20ms or so.

Echo is a reflection of sound from any surface, because of the time it takes the sound to travel it comes back delayed, the time of delay is based on the speed of sound and the distance from the source of sound to the reflective matter.
Delay is an effect that takes an audio signal much like a bus and then redirects it into the same signal after delaying it for whatever amount of time.

Delay is defined as the splitting of a signal into separate components, the slowing of one of these split signals, and its subsequent re-introduction into the original signal.
Echo is defined as a delay of approximately 35 ms. in which the regenerations are evenly spaced and in which the release portion of the sound envelope is even as well.
