Ambient is Chill Out. Chill Out is not necessary Ambient.
Chill Out is much more global - it can contain all the elctronic genres and even non-electronic.
Yes. 70's, ppl made live chillout - without any electronic instruments.
Ambient is an electronic music genre which in my opinion is downtempo psychedelic music. BTW - there is aggressive ambient which doesn't really chill you out that much.

Chillout = Genre
Ambient = subgenre of chillout
Downtempo = subgenre of chillout
Ambience = subgenre of chillout
and so on...

Chill out is ambient and much more... Some Pink floyd tracks may be considered chill out as well as shpongle... I'm not saying it's good, I'm saying it's chill out...
