Cubase has 2 quantize functions afaik:
1)"use quantize"- this is used for placement/drawing... If u want to place a Hi Hat at every counter beat u need to use this function(for this quantize of 1/8 is the first that fits).
2)to put recorded or placed objects(midi, audio, blocks) at nearest quantize position. Change the quantize setting to what u are aiming for, highlight the obejct u want to "move", and press Q(if u have preset key command). Used mostly for "quantize" recorded midi data.
