msvcr71.dll is the Microsoft Visual C Runtime DLL. If you are not running the latest windows, you may not have it. Download & install MS .Net FrameWork 1.1 (couldn't verify of the 2.0 version had the file), and that should install it for you. If the problem is the file is actually missing or corrupted, this should help.
