First and foremost, you are most likely dealing with some competing resources. RESOURCES IS NOT MEMORY!! Your system can run all sorts of things at startup, each taking some memory and system resources to complete.
Have you set your system for Applications or Background services? There is a place where you can choose either. It actually adjusts the timeslice devoted to each application open. there is another tool called frob at http://www.sysinternals.com which can help you further adjust what is called the 'quanta'. Experimentation is key but you do risk making it run like molasses.
Check out the services you have started up. Check your msconfig if on XP and the startup registry on 2K.
I'm currently CPU-Bound also. I usually run 4-5 VSTis concurrently (with Reason). Usually I have to disable them if I want to tinker with Absynth.
I'm looking into a dual athlon MP for this kind of situation... Xeons do crunch numbers faster (2MB L3 cache on the Xeon MP, not the DP which is at a higher clock speed) but I barely have enough to keep my car running!
Mix down often.
