I wanna control with the velocity in the matrix editor knobs of plug ins . Somebody knows how to do that ? CC ?

If you double click on the midi event. Theres the controller lane in that you can edit it.

After you double-click on that MIDI event, you'll need to right-click and select "Create New Controller Lane".

The default one is Velocity, but that can be changed/supplemented to pan, pitchbend, etc

Yip, just find the CC of the knob you want to tweak in the manual of the softsynth and add that CC to the controllerlane.
