i don't have Cubase in front of me, but from what i remember, you can resize the mixer horizontally only. so resize it to fit the whole screen from left to right. the mixer allows you to selectively toggle the display of faders, inserts, and... don't remember what the third thing was. so i think that's what you are seeing in that video. everything is toggled to be visible. i think there's a feature/bug where some of those views (inserts) disappear when you switch focus to another window. to get around that, just right click the header of the mixer and select 'Always on top.'
