How to configure my cubase at the best way?
i have p4 2.4Ghz
256 DDR
And Sound Blaster Live 5.1
and still my latency is high - 790!
what can i do?

Use low latency drivers like kx.
or buy new low latency soundcard.
 Crackling universes dive into their own neverending crackle...

what ASIO DEVICE should i use?
Asio directx driver?
Asio directx full duplex driver?
Asio Multimedia Driver?
and why when i'm trying to play with the volume in any channel my computer is stuck? |

Cubase and Creative soundcards are not always happy together... none of the ASIO devices you mention will bring your latency down to an acceptable level, although the directX full-duplex might reduce it a bit compared to the multimedia driver.
Try and find a 3rd-party ASIO driver on the net... or get decent soundcard!
