CPU Usage, extremely high.!!!

Hi people.
I have a Compaq Pentium 4, 2.9 ghz, with 1gb ram, and two HD of 160 gb, one is SATA and another one is IDE.
Anyways, i cleaned my computer up, installed xp again, installed one windows in the C: drive for logic system stuff, and another windows in partition D: for personal use. SO there is one system for audio and one for personal. then i installed Logic 5.5 in the C drive, installed big sample libraries on the other HD(F:), and also made 1 partitions E: for personal use along with D:, in the IDE.
Well i installed all vst's into Logic, and whats happening is that even though i click play in an empty part of my track, the cpu performance bar goes up more than half way.
So, something is wrong. and i have no idea what it is.
can anybody give me any help.?

vsts fx run as long as they are on. so even if nothing is going thru that mixer channel with a reverb on it that reverb is processing the nothing.
so if you have a bunch of channels with fx on them the cpu is going to be high always.
