Converters which supporting High Bit ret?

Could someone give me recommendation for a wav to mp3 (&mp3 2wav) (and all other important formats) that support high bit rates? (24/96kbps)
The converter I use now is "Best MP3 WAV Converter" (v1) but he gives me error when I try to convert my wav (24/96) files.
Also, I looked at the help file (of the Best MP3 WAV Converter) and didn't understand this:
"Notice:
- VBR stands for "Variable Bit Rate". Using VBR will allow the sampler to vary the bit rate depending on the profile of the incoming audio signal."
Someone can may be explain to me what "Variable Bit Rate" means/or using for?
And if someone knows how to solve this problem, with out to lose the high bit rate? (I want to convert to mp3 at the best quality)

LAME can convert 96/24 straight to mp3 but I would advise to convert to 44.1/16 before encoding to mp3 with a more high-end application. Btw, LAME is probably the best encoder arround and it is free. There is no reason not to use it. 
VBR means that when encoding to mp3, the encoder looks at how much information there is in any section of the audio. If there is a section with little information, it will encode to a lower bit rate but if the signal is more complex, it will use the maximum bit rate that you set.
This is a way to make the resulting mp3 files smaller. So for instance if there is silence in the audio file, there is no point in encoding that at 320Kbps. But if there is a very busy section, the encoder will use all the bits it has available depending on your settings.
