If you have a mac get Logic.
If you have a PC get Cubase SX.
Software wise, you can get a couple of DSP cards that have nice sounding soft synths (Creamware) and nice sounding processing plugs (UAD-1, Powercore) and save up on CPU.
Otherwise you can get 3rd party plug-ins like Reaktor 5, WayoutWare's 2600 emulation...etc.
That way you can do everything internally in the computer. You will not need an expensive soundcard if you are not going to be recording external sources. The rendering of audio is internal, so expensive ADCs and DCAs are not needed.

If you are going down the hardware route, you are going to need space and cash. You can get cheap analog synths like the sh-101, Pro-1, Juno 60, MS-10/20/50, Monopoly, Poly6 and move upwards to Jupiter 6/8/MKS-80 V4, Prophet 5, A6, Voyager, Elka Memorymoog, PEK...etc.
You can always chose to build your own modular system. Cheap modules you can get from Doepfer, Analog Systems, Analog Solutions, Blacet and move up to MOTM, Oakley, Modcan, Serge, Moog, Buchla...etc.
Digital synths that have been used in psytrance lots are the Nord Lead (1,2,3,2X, Modular, G2 Engine, G2) and the Access Virus (A,B,Indigo,C,TI,Polar), Novation Supernova(2), Korg MS2000(B), Roland JP8000/8080, Alesis Ion...etc.
Then you can get cheap hardware effects procesors like the Lexicon MPX-100/200/500/550/1, TC Electronics M1(XL) and move upwards to Lexicon PCM-81/91, TC Fireworx, Eventide Eclipse/Orville...etc.
After that you can get pres/comps/EQs like the Joemeek stuff, TLAudio stuff and move upwards to Avalon, Focusrite Red series, Neve channel strips, Urei, LA2A...etc.
Then you'll probably need a desk to wire all this stuff into. Cheap gets you Spirit, Mackie upwards gets you better Spirit and Mackie models, Allen & Heath, TLAudio, SSL Neve...etc.
You'll nice converters to record your gear through as well.

just start producing with what you have and open a saving-account at your bank to save up for the best monitors you can buy. IMHO good monitors and a good room are the most important things you need, the rest is just tweaking, working, and reworking for a few years
