examples?
tracks's perceived tempo depends very much on the timbre and pitch of kick and bassline

kick and bass are the most responsible for the perceived tempo, but IMHO it's more a matter of rhythm and time signature (4/4, 3/4 etc) and bass note length. As Obelizk says, 16th notes make the track feel speedier than (for example) quarter notes.
for example, a track at 70BPM with time signature of 4/4 will have the same perceived tempo as a track at 140BPM with time signature of 2/2.
in two tracks with 4/4 time signature, 140 BPM, if the first uses 16th notes for bassline and the second uses 1/4 notes coming on the off beat, then the perceived speed of the first one will be faster than the second..

hm, for me it seems pretty easy. just double the time between your notes and the track is half that fast ? isnt?
i mean if i do a track on 140bpm and just double the time of each sound to the second it´s just like a track on 70 bpm.
whats that difficult on that?
or ... maybe try this one: get a track in 140 bpm or some more fast and have a listen on half bpm..... nice smooth chilling weired sound
and same if i do a chilltrack in 70 bpm and put it up to double bpm just for fun u can see it´s gettin kinda trancy song with 4/4 groove.
so the answer is just the same, the bpm doesnt matter.
