Note these are only good for indoor parties, as they are made of paper and water based paints, and thus should not get wet. On the other hand you dont need to be a very skilled artist to pull it off, nor is it necessary to spend much $$$.

Materials:
White paper
Black paper of the same size
Fluoro paint
Scissors
Glue
Hole punch
Dark, non-uv responsive string
Blacklight


Step 1: Fold a piece of the white paper in half, lengthwise. Crease the fold, and then unfold (so that the paper will easily fold again.
Step 2. Squirt some fluoro paint directly from the bottle onto the white paper (I find that just doing one side tends to work best). Don’t cover too much of the paper, leave some space blank to put down the other color. Put it down in thick streaks and gobs.
Step 3. Squirt another color of fluoro paint down in the areas that you left blank in step 2.
Step 4. Re-fold the paper, pressing down hard so that the gobs and streaks of paint you just put down in steps 2 and 3 spread out to cover all the remaining white space that was in between the streaks and gobs of paint.
Step 5. Unfold the paper. Notice the cool Rorsarch effect you get from the colors mixing. If you did this in preschool, this will bring back memories.
Step 6. Repeat until you have done enough papers that they can be placed end-to-end and make a banner of the desired length. Leave them out to dry
Step 7. Take the same # of pieces of black pieces of paper as you have colored pieces of white paper, and fold them in half (or quarters).
Step 8. Use scissors to cut out interesting designs and shapes from the black paper.
Step 9. Unfold the paper, revealing a symmetrical cut-out shape (you probably did this in preschool too).
Step 10. Take the paper with the dried paint on it, and the black paper, and the blacklight. Turn on the blacklight, and experiment with putting different black paper cutouts over top of different fluoro paint blots. Decide which arrangements look coolest.
Step 11. Brush glue over the back of the black paper cutouts, and CAREFULLY put them on top of the chosen paint blots. You have to be careful because a lot of glue (Elmers at least) glows under the blacklight, so if you move the cutout around you will leave some glue behind on the paint blot, which will fuck up the sharp contrast between the black paper and the fluoro paint. So align the 2 pieces of paper first, and then stick them together.
Step 12. Let glue dry.
Step 13. Punch a hole near each corner of each piece (not too near though, you are going to use these wholes to string the papers together and you want it to hold the weight.)
Step 14. Arrange the papers you have made under blacklight end-to-end, experimenting with the order and direction of the papers to see which looks coolest.
Step 15. Tie the papers together through the holes.
Step 16. Hang the banners, affixing them from the top and the bottom so they don’t blow around too much.
Step 17. Trip out on them.

thanks for the brainstorm. I think i will try to do this in my sons class room for volunteer work with the kids.
