Ok, let me try.
For Pro's that know their way through modular synthesis - Reaktor
For Pro's minus that know their way through basic sound synthesis in it's most common ways (FM, Virtual Analog) - Reason, Absynth (Not too easy to handle but grrrrrrrrreat sound), V-Station, Z3ta, Kontakt as sampler, Attack as Virtual Analog Drum Machine and all kinds of weird noises synthesizer.
Average Level - Reason, and most of the stuff mentioned above in Pro level (If you intend to use presets and to tweak a knob or too)
Absolute Beginners - Fruity Loops, Arturia Storm, Tritium Bass Line (Easy and works nice) CM202, DT202, most of the synths that come with Cubase SX.
This list is very incomplete but you all are welcome to contribute and spread the knowledge.
