Do you know or care of the different between a DJ and an artist? Between a DJ set & a live (or "live") set?
It seems to me that most people that wrote here mix the two.
And as for the question, I can't tell you who are the best Israeli DJs, as I haven't heard them all.
But DJs that impressed me with their sets in the last year were DJ Omi, DJ GuyShanti, DJ SunShy, DJ Gabi, DJ Avi Nini & DJ Agmis.

the best Israeli DJ's I've heard are, in no order intended:
Guyshanti, Auspexx, Gula K, Pixel And Domestic, Borris, Yahel (diss him all you like, this guy can spin!), greenhouse effect (TDE set, one of the best I've Ever heard).
