IMO used to be on the top. With his shift to Fullon'ish Ibiza trance he went far down the list. I also think he is on wobbly ground now that he lost Ian who was the real wizard in Kox Box (Peter Candy was before Ian).

A lot of my favourite trance artists have done an Ibiza wobble. Dado, Tristan (did that kind housey album Substance, which I did not mind) are two of them.
For me, The Great Unknown LP was enough to say they are my favourites.
The sound did change a lot when Ian left, but as much as I respect Ian as a musician and engineer, his work away from Kox Box, I did not fancy. Whereas Frank'e has still made some bangers, although not as "good" as when he was with Ian. But I will say that for each and every one of my favourite trance artists, their new work, as great as it is, it don't sound as good as their old tunes...besides Tristan actually. He's got some tunes on Soundcloud which up the ante both music/psychedelia and production wise.
