Shamans,
Are you using monitors? It will be very difficult to properly EQ the bass without some sort of monitor.
But generally I find myself doing the following EQing (and by all means, feel free to BREAK THESE):
Cut below 60Hz or so on bass.
Cut a bit around 200-800Hz (muddiness).
After doing EQing, add a little bit of compression to help tame the bass (between ratio of 1:1 to 2:1).
Again, these are just ideas for where to start, and will ultimately be different for whatever sound you want.
But it will be very difficult without monitors.
Peace!

If you have monitors then all you need is practice.
I'm not sure what you mean by 'max -21db or it's too high' - can you put it in to other words?
If it helps, try this approach (if you aren't already) to EQing:
-Take your EQ point and turn the Q to the highest setting so that you have a very steep notch/peak.
-Now boost it to maximum gain.
-Move it to the lowest frequency.
-While your bassline is playing, slowly sweep the frequency up from low to high. You will start to hear it 'ring' at around 60Hz.
-Whenever you hear it ring extra loud (will sound like super high resonance), stop sweeping and reduce the gain to a negative value (cutting that frequency), leaving the frequency the same.
-Grab another point and keep sweeping from where you left off.
What this does is find all the 'peaks' in the sound and reduce them, letting you bring up the overall volume of the sound and making it more audible to the human ear. What we do is listen to where it sounds bad by boosting the EQ point, after we locate the 'sour' frequency, we switch it to a cut (negative gain) to cut out that sour frequency.
This is just one way to EQ, but for me it works the best (keep in mind I'm still learning too).
Oh, also, if you haven't already - SOUNDPROOF your studio area. It will change everything regarding EQing. I just did this last weekend and good LORD does it sound better!
Hope that helps!
peace,
