It's a natural thing that different notes have different freuqencies. Don't fight it, dont fear it... go with it!

If you still feel you want a more constant bass just add a sub-bass (1 octave lower) that is pretty much lowpassed. Then send it through a highpass filter and adjust how depp you want it to be. But note that in Psy-Trance/Goa the bass of kicks and basses both fall rapidly under 150 Hz.
