Can I add delay to my bass, is it mono or stereo? I add notes on every offbeat and want to delay them |

You can do whatever you want. It's that simple.
However, instruments on the low frequencies take up a lot of space, and delay (which is copies of that sound) takes up even more space. You gotta be very careful not to overpower and mud everything up.
But there's still a bunch of tricks you can do: phasing, flanging and chorusing are just delays, of have a delay with the time set in accordance with the tempo of the music (making it groove), or fattening the bass up by delaying (really short, like 25ms) only one side of the bass, or delaying from 50 to 70 ms to have a slap effect, or setting up a delay only on the mids and highs (if your bass goes that high), etc.
But the mainstream says not to do it, because most people don't - use this info as you will.
Stereo or mono: both work, but it's easier to work in mono cause you only have one signal to control.
I never say this too much: just make it sound good. It it does, than it's right.
