impossible, as it would involve reading ahead in the audio channel an unkown amount.
VST protocol can read ahead by a fixed amount upon loading the VST, or read ahead by a variable amount by delaying the audio ( so better as an offline process to save CPU), but it can't read ahead on the fly, which you would need to do to quantize audio in this manner.

hi,
i don't know of any vst. but both SONAR and Cubase allow you to quantize audio. In SONAR, this involves letting SONAR automatically find transients (as a function of a few user set parameters), then quantize those transients to any grid you desire (straight, shuffle etc). This happens using time-streching of adjacent audio parts. It works very well. In Cubase, you'll have to read the manual as i'm not that familiar with it anymore.
Hope that helped,
cheers!
edit: hups, didn't notice that you already know about the sequencer-type of audio quantize and specifically look for a VST.
