Hi,
What Arab scale are you refering to?
It seems there are many, Double Harmonic Major Scale, Gadwal (Qyarter tone scale) etc.

there are alot of "almost " arabic scales in the net - built like our system of half and whole tones. If you want a real one or an indian mela you could alter your notes with semi or fine since there are fourth tones in the oriental notation system.

refering to scales like siga, saba, rast and bayati, for example.
can play them from midi file, but want to be able to edit the patterns more comfortable than copy&paste or than pitchbending.
so i was wondering, if it's possible the setup cubase's midi editor, in order to have them alligned to the given grid.
hmm ... maybe any function to add custom scales?

probably not, but you can always make cheat midi files where you have each scale notated in a midi file... a few friends of mine did that using fruity to correct some of their midi when they were writing in a different scale.
