Apparantly the Apartheid regime of South Africa had a very extensive chemical and bioweapons program, with a focus on developing ways to kill blacks and apartheid opponents and make it look like natural causes (anthrax laced chocolates, sterility vaccines, skin penetrant poisons to go on cloths etc...)
But part of their program included the mass manufacture of illegal drugs, including MDMA. Supposedly this was for "crowd control" but that seems unlikely to me.
