I use Oli Larkin Formant Filter.. it's free.

Since it's mono, I triplicate the channels. Keep one central, pan the one left and the other to right, with slightly diferent filtering values on each side..
It works for me.

I made an example for another forum a while ago,it's not perfect but maybe can help you out how to do it.
You need flstudio 8.
It's 2 triangle waveforms + bandpass filters with a lot of reso, the other fx are to make it a little nicer.

it's a weird implementation - you need to automate the vowel to get coolest results - but i really like the sound of it for some reason.
