I've been hearing reports that there is a good small scene there...kinda like Goa 10 years ago...is this true?

Well just go there and find out for your self, lets not spoil the tranquility of this place. Small scenes with small groups of people do take place, you just have to gather around like minded ppl and let the music play
Havelock Beach is a nice place, to name a few.

^ Restricted islands..permission needed is all i know, home to the tribals although not sure if indians need a permit.
and i quote wikipedia :-
"The Government presently requires access to the Nicobars via a special permit (Tribal Pass) and, in general, non-Indian citizens are forbidden from visiting the Nicobar Islands except Campbell Bay"

well as from what i have read online, not all parts of Nicobar are restricted. yes there are a few places wher even indians need to take permission..
as per http://nicobar.nic.in/
Nicobar district is connected to Port Blair with ship as well as air. Car Nicobar the district head quarter is 250 kms. away from Port Blair. Nicobar district (except Campbell Bay) is a restricted area. Any one who is interested in visiting this district would require obtaining a LANDING PERMIT from the Office of the Deputy Commissioner, Andaman District.
Ship service is available between Port Blair and Nicobar district. Normally ship is available twice in a week. One can obtain the ship ticket from the office of the Director, Shipping services Port Blair.

Andaman for sure is special... lets hope there wont come a direct flight connection from Bangkok, then the paradise will become another lousy standard tourist place (like Goa and Kho Phangan etc) ...
just go there n find what ever ur looking for
