Good question.....the only one that makes kinda mellow chill music that I know of is protoculture.

Kick ass CD too...  more on the Dub side of stuff...
personnally, I don'T think it's as dark as the Full on from SA... but it has it's different edge to it... 
canT' wait for more... 
Kalahari Surfers are some of the ones I keep seing over time...

Benguela are really awesome, creating psychedelic soundscapes that will have you swimming in a brain filled with musical mayhem...
Not sure if they've got a website or released any music at all, but they're really good.
