its like a sample with a lot of process like delay and reverb.
But if you want to synthesis like this i think u can try wavetable with spectral design and process
Try EQ to design as well
the main thing here is rhythmic pattern and the editing. get any female vocal sample. cut 8-10 vowels, delete everything else. arrange them by taste. apply pitch shifting to some of them to create diverse melody. apply ping pong delay (orgasm), eq, compression. done.

Before i start off, what do you mean by Vowels? completely new to me lol

slice and dice em like Makus said. then if you want to take it a step further with the pitch bending and such record it into melodyne and play with the pitch and formant tools get some extra fun from it that way
