PreSonus is a real bitch when it comes to compatibility and softwares issues compared to its -almost- amazing products.
i've been using a firestudio 16x16 for 2.5 years and it took a while for it to stop pissing me off.
i'd suggest you try once again some settings change on your presonus software panel (having all audio applications closed).
i haven't used your product but check (if you haven't already done so):
1. rate set to 44.1khz.
2. maximize buffer size (512 to 2048 samples)
3. probably clock ? (set to internal)
changing presonus settings must be done while having your applications NOT running.
afterwards when you create a project in ANY application, set khz in the application at 44.1 also.
unlike most soundcards around, presonus cards are stupid and they get easily confused over diffirent rates.
last action: visit presonus forums. you'll be amazed there's a topic named 'what hardware is incompatible with my presonus interface'.
pretty fucked up if you ask me.

You should be able to adjust your latency within the presonus' drivers also. (I wouldn't know for sure, as I've never used those... I'm just assuming.)
Using ASIO4ALL should be your second choice, I suppose. "Few audio artifacts if any", to me, is about on par with the amount of mistakes one would make in the composition process of just about any kind of music.
