hey !
you can rais the volume until you reach + 0.4db
plus, if your master volume dont give you this (becouse all the samples are in low volume, and you dont want to rais them one by one) you can open almost any plug-in in the master volume, and rais the volume from the plug-in, just make the plug-in non effective, use only the volume.

Always see to it that all your samples are normalised. Not at 0 db, but maybe -0.80 or something. If the gain from your vst instrument is low, maybe you could use some extra gain on that channelstrip. If you cant find a gain plugin, use a compressor but don't use compression, only the makeup gain. Or maybe a maximizer or something like that.
Experiment, but always keep your signals up as high as possible, otherwise you might also lose bitrate, and that's not good.

billy, btw better normalize all your samples before saving them to your samples DB (be it samples directory or whatever)
u can do normalization of many samples with any decent audio editor that supports scripting/macro (soundforge/wavelab whatever)
but the best is to record the samples correct.
bom.
